I want to take a dslr camera in a housing underwater with me when I scuba dive. I hear that some cameras are better for underwater use. If this is true, I’d like to know which camera will be the best. I want to take professional-looking photos while not really paying too much for a camera(under $1000). Thanks!

Do you have any idea how much an underwater housing costs for a DSLR? The average price for the housing is over $1,000. Never mind the camera you use.
That said any DSLR will be fine. A good lens is what will make the difference. Look at the entry level cameras from Canon and Nikon. You can get a good entry level camera like a Canon Rebel XS or a Nikon D40 in the $500 range with a lens. This should leave you enough for a decent lens for your underwater photography.
